What OSHA requirements apply to scaffolding over 20 feet high?

Scaffolds with a height to base width ratio of more than 4:1 must be restrained by guying, tying, bracing, or equivalent means. Guardrail systems must be installed with top rails between 38-45 inches above the platform surface for scaffolds manufactured after January 1, 2000. Each scaffold must support at least 4 times the maximum intended load, and all workers using scaffolds must be trained by a qualified person.
